High-Level Meetings Signal Move Toward World Pandemic Treaty

The G20 meeting held in mid-November in Indonesia included talks that point toward a world pandemic treaty, which by all indications would prevent individual nations or their political sub-units from exercising wholly independent vaccination, social distancing and masking policies in the interest of civil liberties and medical choice.

Moreover, at its World Health Summit (WHS) in Berlin in October, the World Health Organization hosted scores of participants representing a broad cross section of “civil society,” including government officials, representatives of NGOs and others. Notably, the WHS workshop in Berlin which most aligned with such a treaty, held Oct. 17, was “The Role of Parliamentarians in the Development of a Global Pandemic Treaty.”

About one month later in Indonesia, the following statement was posted; the words “global health architecture” are indicative of the G20’s direction:

Strengthening the Global Health Architecture is a crucial priority for the Indonesian G20 Presidency. It is urgently needed to ensure that national, regional, and global health systems can anticipate future pandemics better. The world must be ready for a pandemic that could come at any time and threaten world economic stability.

Since Finance and Health Ministers met in June, the G20 Joint Finance-Health Task Force has continued to make significant progress on its mandate, including establishing a new Financial Intermediary Fund for Pandemic PPR (Prevention, Preparedness and Response). The Task Force has also continued its discussions on improved coordination arrangements between [worldwide] Finance and Health Ministries. As the Task Force concludes one year of operation, this Meeting presents an opportunity to highlight the G20’s actions to ensure the world is better prepared for future pandemics and to determine the Task Force’s future mandate.

And, in the wake of the G20 gathering, the White House revealingly noted:

We remain committed to promoting a healthy and sustainable recovery which builds towards achieving and sustaining Universal Health Coverage under [UN Sustainable Development Goals]. While the COVID-19 pandemic is not over, the World Health Organization (WHO) has recently declared monkeypox as another Public Health Emergency of International Concern, reinforcing that international health threats are ever-present and that the G20 and broader global community must come together to improve our collective prevention, preparedness and response capabilities.

However, the most notable White House statement on this matter is as follows—suggesting that most or all of decision-making process will be far removed from elected members of Congress or parliaments:

We reaffirm our commitment to strengthen global health governance, with the leading and coordination role of WHO and support from other international organizations. We support the work of the Intergovernmental Negotiating Body (INB) that will draft and negotiate a legally binding instrument that should contain both legally binding and non-legally binding elements to strengthen pandemic PPR . . . . [T]he working group on the International Health Regulations . . . will consider amendments to the International Health Regulations (IHR) (2005), mindful that the decision will be made by [the] World Health Assembly.

A thorough reading of WHO, EU and other statements released over the last 1-2 years shows that the WHO intends to roll out a pandemic treaty by 2024.
